The Australian skipper has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's chief selector the selector has stated that pace spearhead Cummins will play a "major part" in the upcoming England-Australia contest.
Speculation had been growing that Cummins might miss the series due to a stress fracture in his back that was still troubling him.
Earlier indications from the squad suggested no official announcement had been made regarding whether he would play, with the five-Test series scheduled to begin on 21 November in Perth.
Bailey expressed that his recovery is on track and was "optimistic" about the likelihood of participating.
"It's clear that the window is narrowing and multiple considerations involved, aside from the physical problem, but additional elements," Bailey remarked.
"It's positive. We firmly believe that he'll participate in a significant role. Ideally from the opening match. Otherwise, we'll reassess."
Past Concerns
The captain missed the ODI and T20 games against New Zealand and India in the previous weeks after examinations confirmed a lumbar bone stress.
Previous incidents include of recurring issues, with flare-ups in several earlier campaigns forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to secure his spot for the Ashes.
He mentioned that he did not know if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "pressing" for him to be fit for the first Test.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will take over the captaincy.
Versatile player Green was withdrawn recently from the national team for their limited-overs matches against the subcontinent side as a safety move because of soreness in his side.
The selector characterized it as a "slight concern and confirmed that Green will play in the state-level matches, so will be "ideally positioned to deliver overs."
"We put so much time has gone into developing the strategy for him to be available for the first Test as an batting and bowling option," Bailey explained.
"Originally, he'd only feature in the starting games anyway. His aggressive style the cricket bat in white-ball cricket, if it causes any delay for 24 more hours, we just made the decision to take a cautious route."
